Trainers, the Pokemon Go dataminer Chrales shared some very interesting news on his Twitter account – Shiny Ditto and Pikachu/Raichu with new hats.
A new hat Pikachu is spawning in the wild, that can also be shiny (limited time only – until October 7 at 1 PM PDT, see image below) and there is no info about shiny Ditto yet. We expect to see Ditto in his shiny form during the upcoming Halloween event 2018.
Chrales has found the following and posted it on his Twitter account:

Normal Ditto is hard to find, so just imagine how hard it would be to find its shiny version.
In addition, new free avatar items are now available – Limited time only – until October 7 at 1 PM PDT.

If Shiny Ditto is in fact part of the Halloween Event I highly doubt Niantic is gonna make it nearly impossible to find. They will probably make it to where Pokemon will have a increased chance to turn into a Ditto throughout the event. Or we may see increased spawns of Meltan during the event.Or there may be some sort of special Halloween Ditto research task for the event. If they introduce ditto for the event at a normal rate it is gonna be near impossible to find, especially with all other shinies having a roughly 1-400 chance of finding the shiny..
