Trainers, the Team Go Rocket Leaders Sierra, Cliff, and Arlo are back in Pokemon Go and they are now appearing more often at PokeStops and in balloons. Many players want to know how often do Rocket balloons appear during the A Looming Shadow Returns event, and thanks to recent reports, we now know the spawn rates.
The A Looming Shadow Returns brings back the Team Go Rocket Leaders in the game, as well as their Boss Giovanni, and the leaders are now appearing more often at PokeStops and in balloons. Niantic and Pokemon Go don’t share the spawn rate for the balloons, but the players never sleep, and thanks to the community we have the exact times.
A Team Go Rocket balloon spawns in a three-hour time, which means you can encounter eight Rocket balloons daily.

According to Niantic Support, the appearance of the Team Go Rocket balloons is random for all the Trainers and has no time duration, but it seems like the Rocket balloon schedule changed for the event.
