Trainers, Niantic confirmed that Kartana and Celesteela will not swap regions/hemispheres during Raid Hour as previously stated.
Kartana and Celesteela are the new Ultra Beasts in Pokemon Go, but both are spawning/are available in different hemispheres. Kartana is appearing in the Northern Hemisphere, while Celesteela is appealing in the Southern Hemisphere. They are region exclusives, which means you must do remote raids if you want to get them both.
Now, Niantic and Pokemon Go announced that Kartana and Celesteela will swap hemispheres during the Raid Hour event, and it looks like someone pressed the wrong button again, as they recall their previous announcement.

Trainers, we want to confirm that Kartana will appear in the Northern Hemisphere and Celesteela will appear in the Southern Hemisphere during Raid Hour. Note that they will not swap hemispheres as previously stated. We apologize for the confusion.
