Rebel Scum is a quest in Gray Zone Warfare. The quest is given by Handshake. The quests asks you to neutralize hostiles in the bunker, so there’s that. This is in YBL-1, of course.
Rebel Scum Quest Details
Time to wipe some terrorists off the face of the earth, amigo. The bunker south of the military base has been occupied by these LLA fuckers long enough. We tried to talk to them and make some kind of deal, but they just spit in our eyes! F****** rebel scum! Consequently, we must tell them in the universal language of violence that they should never have left the jungle.
Go out there and give them h***. Demonstrate the real difference between a professional and a bunch of idealistic, gun-wielding punks.

Guide
The quest is straightforward. You need to kill 20 enemies in the bunker in YBL-1. If you complete the task from Artisan named (Save the Rebellion), then you’ll avoid this quest, and you’ll get a bonus rep and rewards with her. In the meantime, this quest will reject itself completely.
