Cliff Pokémon GO Shadow Pokémon line-up, counters, and weaknesses in November 2023

Rocket Radar is all you need when it comes to Team GO Rocket.
This device, the Rocket Radar, is like Team GO Rocket’s kryptonite, and it easily becomes discoverable once a Trainer uses this. Or maybe, they want to be discovered. We will never know. Rocket Radar is obtained through fusing together six Mysterious Components, which are rewarded from defeating Team GO Rocket Grunts.
Each Team GO Rocket member has a difficulty of its own, but the one that I personally have problems with is Team GO Rocket Leader Cliff. This person (or whatever it is) is the source of my nightmares, and my Pokémon’s biggest nightmare too.
However, having a handy-dandy “guide” makes my life easier, and I believe so will your life become easier by the minute. From what I can gather, the best bet against Cliff, and it also is his weakness is Fairy-type Pokémon such as Togekiss, Gengar and Terrakion.
